HOW WOULD YOU RESPOND DURING A TERROR ATTACK?

“Governments, the military, the police and other authorities tightened all kinds of security measures following the attacks in Paris. But what can you, as a citizen actually do for your own safety? To what extent can you protect yourself in a violent situation? And how do you increase the odds that you survive something like that?”

In the aftermath of the recent Paris attacks, people have become increasingly anxious about the possibility for future attacks in their cities and neighborhoods. If situations like the one in Paris occur in other areas, how would we react? And how can we improve our gut responses to stressful situations?

Research has shown that people react (roughly) in three particular ways to stressful and violent situations. “Three quarters become so confused that they are barely able to act. Ten percent panic and respond so that they themselves and their surroundings are even more at risk. The remaining fifteen percent is actually able to respond in a manner that increases their chances of survival.” Although there are initial responses to stressors which vary with each individual, it is important to underscore that we can change the way we react and we can learn to weigh our options before responding to events.

IMPROVING THE STATE OF THE ART AND OUR ACTIONS

SDR® and WeAware+™

SDR® Academy’s training and methodology is available to all individuals and can be tailored to every environment. The training stresses the importance of heightened awareness of one’s surroundings as the key to prevention of illicit activities. The philosophy focuses on effective prevention rather than reaction to events.

SDR® improves the state of the art of current security and safety training and education. It aims to fill in the voids between security officers and the communities they serve, by improving the ability of these groups to communicate effectively with one another.

SDR®’s new mobile application, WeAware+™ intends to harness the power of the people, while simultaneously improving the safety and security training available to every individual. The application gives every citizen the ability to have SDR® trainings at their fingertips, while also being part of the WeAware+™ mobile community.

The Cloud-based system allows users, through crowdsourced information, to update safety and security information in real-time for their local communities. In crises, such as the one seen in Paris, the WeAware+™ application would enable users on the system to update security alerts on the system, notifying other members of the community about no-go zones, suspicious behaviors they have seen, or incidents in their areas. Not only does WeAware+™ harness the power of the people, but it simultaneously send reports to local law enforcement officials, allowing police and local security officers to have the most current and pertinent information for the areas in which they serve, thereby closing the time gap which is necessary in effective preventive actions.

There is no foolproof way to ensure one’s survival in any given terrorist incident however, with tools and training as provided with SDR® and the WeAware+™ application, we can significantly improve the state of the art and the overall safety environment.

Early Detection for Prevention

In the wake of the large-scale and coordinated terrorist attacks in #Paris, many people are left wondering, how can we keep ourselves safe?

While there is no sure-fire way to prevent every terrorist attack or actor with malicious intent, one thing is clear – early detection through heightened awareness training can serve as the best tool for prevention.

SDR® Academy trains its clients in a methodology which focuses on effective prevention rather than reaction to particular events. The SDR® training uses behavioral indicators which take into account environmental factors which will influence what the methodology deems as “normal” or “abnormal” behaviors for a given environment. The training is nuanced and most importantly underscores the need for each individual to have heightened awareness of their particular surroundings to better understand what is going on around them.

Through a better understanding of one’s own environment, each individual is able to make a series of decisions and scan an area, taking note of behaviors which may or may not be atypical for a given situation. This training can assist local security officers in identifying actors with the potential for malicious intent during the planning and reconnaissance stages of large-scale attacks. Although the actors in the recent terror attacks may fit a particular profile of radicalization efforts, it is important that our security training mechanisms do not simply profile for one specific actor or characteristic, if we do that, we are sure to miss the potential actors of the future. 

Power of the People and Social Media

Recent technological developments and the age of social media where “safety checks” on Facebook are growing to become the norm in the wake of natural disasters or terrorist incidents, highlights the power of the people and of crowdsourcing information.

SDR® Academy is launching a new application called WeAware+™ which will bolster the power of the crowd and help to create a cloud-based system of safety and security information. WeAware+™ will give local citizens the ability to input information onto the system and in real-time notify other users of security threats in their local areas. Not only will alerts go out to local individuals on the app, but local law enforcement agencies will also be monitoring the system and will be ready to act upon any corroborated information. The WeAware+™ application will minimize the gap in the time it takes for information to be disseminated and used by those who need it, and could potentially be the difference between prevention of an event and reaction to one.

Through harnessing the power of the individual and aggregating information onto the system, the application will become stronger with each and every user, simultaneously strengthening the security and safety environment in one’s local area. Furthermore, WeAware+™ will ameliorate the relationship between local communities and the law enforcements officers who serve in their areas. Through blending the resources of security professionals with the heightened awareness of each individual system, WeAware+™ will create a safer and more cohesive security atmosphere for all.

How Heightened Awareness Can Make All the Difference

On August 22, a high-speed train en route from Amsterdam to Paris nearly suffered a catastrophic end as an Islamist gunmen (believed to have ties to IS), boarded the train armed with multiple weapons. The gunman, who had been displaying “erratic behavior” was stopped, thanks to the quick actions of three young Americans Alek Skarlatos, an American soldier recently returned from Afghanistan, Spencer Stone, a paramedic in the US Air Force, Anthony Sadler, a university student and friend of Skarlatos and Stone, and Chris Norman, a British businessman who was aboard the train. The suspect, identified as 26-year-old Moroccan citizen Ayoub el-Khazzani, had been on the radar of security officials in Spain, France, and Belgium for over a year. Skarlatos was the first to hear gunfire and breaking glass, and sensed something was wrong, quickly springing into action to take down the gunman as he boarded his traincar.

How Civilian Awareness and Participation Can Help Save Lives 

While the young Americans who likely saved the lives of the other passengers aboard their train had American military experience and therefore likely having heightened security training, every individual can learn to train their sense of awareness, no matter their background or environment.

SDR^® Academy brings the WeAware+™ Application to the market, giving users an innovative new way to access security and awareness training right at their fingertips. WeAware+™ and SDR^® training give users the ability to search for abnormalities in their environment and report what they see into the WeAware+™ system. Early detection can lead to prevention, which is the key tenant of SDR’s safety and security training methodology. The civilian population can check and input information into WeAware+™, thereby becoming active participants in their own safety. Users can log onto the virtual cloud and access alerts, reporting, and safety tips for their given location. The more users there are on the system, the stronger the cloud of information becomes, enhancing overall awareness and up-to-date reporting for specific areas. Mass local reporting allows updates and new information to appear in a matter of seconds, not only alerting other WeAware+™ users, but also connecting with local authorities, breeding social cohesion between security officials and the local communities in which they serve.

Civilian participation in safety through heightened awareness can lead to prevention of future security incidents. By simply being more aware of our surroundings we can help keep ourselves and others out of harm’s way.

HOW DO WE HUNT THE LONE WOLF?

Since 9/11 there has been a large priority placed on fighting identifiable terrorist groups and less focus on the very real, and very prevalent threat of lone wolf actors. The most recent attacks in Copenhagen and in Paris, underscore the need to better and more effectively identify potential violent radicalization indicators. In the Danish capital Copenhagen yesterday, a lone gunman alleged to be an “Islamic fanatic” fired 200 bullets into Krudttønden cafe in central Østerbro, in an apparent attempt to kill Swedish cartoonist Lars Vilks, who drew Prophet Mohammad as a dog. A local synagogue in Copenhagen was also attacked shortly thereafter, and a man has been reported to have been shot in the head. This Danish violence comes on the heels of the January Paris attack, where the satirical magazine offices of Charlie Hebdo were attacked, in which lone wolf actors, the Kouachi brothers, (also identified as Islamic extremists), killed 12 people, before carrying out two other fatal attacks, also targeting those whom had depicted the Prophet Mohammad in what was seen as a disrespectful light.

“DHS/I&A assesses that a number of economic and political factors are driving a resurgence in rightwing extremist recruitment and radicalization activity. Despite similarities to the climate of the 1990s, the threat posed by lone wolves and small terrorist cells is more pronounced than in past years. In addition, the historical election of an African American president and the prospect of policy changes are proving to be a driving force for rightwing extremist recruitment and radicalization.”

The above study on rightwing extremism from the United States Department of Homeland Security Office of Intelligence and Analysis in 2009, indicated that since April 2009, 74 percent of terrorist incidents that were carried out, or planned, were perpetrated by a single person. Ninety percent of the more than 60 attacks were the work of no more than two people.

“The 2009 report, which detailed the resurgence of the radical right in the aftermath of Obama’s 2008 election, was pilloried by pundits and politicians who wrongly saw it as an attack on all conservatives. As a result, then-DHS Secretary Janet Napolitano apologized for it, and the DHS intelligence team that wrote it has since virtually disbanded.”

How Do We Minimize the Lone Wolf Threat?

Since lone wolf actors are difficult to successfully monitor and furthermore, since monitoring of one’s political or religious affiliations by one’s government pushes into the territory of infringing upon one’s freedom of religion, there must be other ways to identify these actors before further attacks are perpetrated.

SDR® Academy and its trainings are based on a proactive approach and methodology with the goal of preventing crimes or terrorist actions before an event occurs. SDR does not wait for an event to occur, rather SDR-trained personnel are equipped to identify key behavioral indicators which are based on a better understanding of one’s surroundings and what constitutes normal or abnormal behaviors in a given environment.

SDR also characterizes what is deemed as the Urban Hunter™. The Urban Hunter characterizes anyone who is on the lookout for something – all people searching for something or someone will exhibit similar basic mental, physiological, and behavioral indicators. Those indicators are what SDR calls the Urban Hunter Energy™. What distinguishes the Urban Hunter from the rest of the crowd, is their search, the hunt. Those individuals trained on SDR will be able to recognize the difference between a mother searching for one of her lost children inside of a shopping mall, and a potential terrorist who is searching the local environment for their next target. This training can ameliorate the awareness of potential radicalized actors, looking to perpetrate their next attack.

Additionally, ISCA^®, SDR^’s sister organization, is involved in a number of ongoing research and development projects seeking to more thoroughly understand the process of radicalization toward violent extremism and/or terrorism in individuals and in groups.

Since the threat of lone wolf actors continues to grow as radicalization throughout the world continues, it is important that not only our law enforcement professionals and police officers are equipped and trained to spot abnormal behaviors, but that individual citizens in every community also better understand their surroundings and know which behaviors are abnormal for their local environments. SDR has created the WeAware+™ application, which gives each individual the power to harness real-time, crowd-sourced information, in order to ameliorate their awareness of current events in their area. The application allows real-world application as it gives citizens and security officials the supplemental tools they need to truly understand and interpret the information they see and receive, and to translate them into effective responses in order to help keep their communities safe.

SDR and the WeAware+™ application allow the community to take an active role in ensuring a safer environment for all. Citizens have the capability to take initiative in their own respective communities through use of the WeAware+™ application and report the activities they recognize through their training, as being suspicious or atypical for their area. The added value of citizen participation leads to the abundance of useful information and tips, as well as increased community cohesion and a safer and more aware populace.

HOE VINDEN WE DE LONE WOLF?

De meest recente aanvallen in Kopenhagen en Parijs onderstrepen de noodzaak voor het effectiever en beter identificeren van potentieel gewelddadige radicaliseringsindicatoren. In de Deense hoofdstad Kopenhagen vuurde gisteren een schutter, die beweerde een “islamitisch extremist” te zijn, 200 kogels af in het Krudttønden café in centraal Østerbro, met als doel het vermoorden van de Zweedse cartoonist Lars Vilks, die de profeet Mohammed als hond tekende. Een plaatselijke synagoge in Kopenhagen werd kort hierna ook aangevallen, waarbij een man mogelijk is beschoten in het hoofd. Hoe verkleinen we het risico van Lone Wolfs?

Omdat het moeilijk is om lone wolfs succesvol te monitoren en omdat het controleren van iemands politieke of religieuze voorkeuren door de overheid inbreuk kan maken op de vrijheid van religie, moeten er andere manieren worden gevonden om de individuen te identificeren voordat er aanvallen worden gepleegd.

De trainingen van SDR® Academy zijn gebaseerd op een proactieve aanpak en methode met als doel het voorkomen van terroristische acties voordat deze plaatsvinden. WeAware+™ and Real-World Applications for Safety and Security

The recent attacks in Paris underscore the need for all individuals to have heightened awareness of their surroundings. The WeAware+™ application affords each individual the ability to harness the power of crowdsourced information, in real-time, in order to ameliorate their awareness of current events in their area. For example, given yesterday’s events in Paris, an individual with the WeAware+™ application could check their area for any updates regarding the whereabouts of the two gunmen who remained at large following the attacks yesterday afternoon and evening. The application allows users to input information, alert contacts who also are using the system, and seamlessly integrates the security community in the area so that they too have the most current, open-sourced information for the specific area of interest, to better keep  our communities and people safe.

The Urban Hunter and the Bar of Normality®

In every environment, there is a standard set of norms upon which we all base our behaviors. There are particular behaviors which would seem out of place in certain environments, and which would cause us to pause, and reexamine what we may be seeing. Search Detect React® SDR training aims to augment one’s awareness to these potential abnormalities and to increase our ability to respond to them.

Urban Hunter Energy

The Urban Hunter™ characterizes anyone who is on the lookout for something. Regardless of the mission, any time a person is a part of a plan, they are on the lookout for their next cue, and project preparation signs of a hunter on the prowl. It is the search, the hunt, looking for something which distinguishes the Urban Hunter from the rest of the crowd. All people searching for something or someone – whether they are searching for their friend, their ride to work, or their next victim – will exhibit similar basic mental, physiological, and behavioral indicators. Those indicators are what we call the Urban Hunter Energy. In a train station for example, the Urban Hunter Energy will therefore reveal a teacher looking for the last student in her field trip group, a pick-pocketer searching for their next target, a would-be terrorist staking out the location for a future attack, and an undercover police officer patrolling the area, because they are all Urban Hunters, they are all searching for something. SDR-trained personnel would know how to disregard the teacher and the undercover cop, and identify the future pick-pocketer and the future terrorist as Urban Hunters searching for something with malicious intentions, in the stages before the crime was committed. SDR gives trainees the power of prevention by providing them with the capabilities to identify Urban Hunters, and auto-critique tools like the Artificial Gut Feeling® and the Bar of Normality® to determine who of the Urban Hunters has potential illicit intentions. SDR auto-critique mechanisms ensure that personnel have come to their decisions through a knowledge-based assessment of the relevant situational factors, rather than ethnic profiling or other biased judgements.

SDR provides practitioners with the capabilities to identify behavioral indicators rather than suspects, based on the SDR created, Bar of Normality®. The Bar of Normality® is an established definition of the routine conduct of a given area that, among other things, takes into consideration local cultural norms, key indicators, the purpose the area serves, and local legal guidelines. The Bar of Normality® is localized specifically for each environment and is altered in conjunction with fluctuating influential factors such as time of day, holidays, organized events, current events, etc. The Bar of Normality® is an operational tool with which to compare people’s conduct and demeanor so that abnormalities will inherently become obvious.

Searching for the Urban Hunter Energy sharpens one’s situational awareness by broadening their scope and refining their view of abnormal behavior, therefore increasing their effectiveness and relevancy to maintaining order, safety and security in their local environment. The search for the Urban Hunter broadens their scope by training practitioners to see their environment through a wider lens, open to preventing all types of crime committed by any person, without bias. It furthermore, refines their view of abnormal behavior to one that is apt to their specific environment by customizing the definition of abnormal behavior according to their place, time, and situational factors. Therefore, searching for the Urban Hunter with unique SDR auto-critique tools allows personnel to see their environment from a viewpoint that is relevant to keeping every local community safe and maintaining public order in each specific environment. Safer communities adds up to safer regions, which adds up to safer states, safer countries, and an overall safer society.

Now the research and development conducted by ISCA fuels the continuous improvement of SDR, and the demands of SDR clients lead the way for ISCA’s research and development. The two entities are interconnected to strengthen the expertise and elevate the capabilities of the other, therefore consistently maintaining relevancy and looking toward the future.

SDR is unique because of its focus on prevention. It offers proactive solutions rather than reactive ones. The SDR proactive approach means that all measures are taken with the goal of preventing crimes or terrorist actions before the event occurs. Reactive methods on the other hand, are not able to be harnessed until after an event has actually occurred, leaving a void in security measures in the time before a crime is actually committed. SDR does not wait for an event to occur, rather SDR-trained personnel identify key behavioral indicators that are based on a better understanding of one’s surroundings and what constitutes normal or abnormal behaviors in a given environment.

There is no specific mold into which every criminal actor or deviant event will fit, therefore profiling for specific persons will inevitably fail to mitigate deviant behaviors. SDR negates ethnic profiling in security practices with unique SDR auto-critique tools. This proactive methodology focusing on effective prevention rather than reaction is the foundation for building a successful security infrastructure and safer environments for our citizens. Indicators of deviant behavior vary from environment to environment, and therefore it is important that there are nuances in security training methods to reflect this. The idea of trying to capture all would-be terrorists or criminals based solely on past deviant behaviors of specific case histories inevitably will lead to missing out on other indicators which could be far more telling in terms of what actors may be benign or deviant. If we are constantly looking for yesterday’s threats, we will miss out on today’s. SDR provides trainees with the tools they need to bolster their awareness and understanding of what they are seeing and to what they should and should not respond.

SDR training has proven to lead to positive results in a variety of environments with a broad range of clientele. SDR  offers the unique ability for the training to be used in any environment, making it a skill set that every individual should have the opportunity to harness.

SDR® TRAINING: WAT MAAKT ONS UNIEK?

Harnessing the Power of the People: Crowdsourcing Intelligence with WeAware+™

Author and journalist Jane Jacobs wrote the above in her book in 1961 and the sentiment today, still rings true. While civilians do rely on their local security and police forces to maintain public order and ensure their community’s safety, the onus is also on the civilians to take individual action. Now, more than ever, the idea of tapping into the abundance of intelligence available through local communities and individual citizens, is on the rise. Local citizens have the latent knowledge of familiarity with their local neighborhoods, cities, and towns, and are best suited to recognizing behaviors or actions that are out-of-the-ordinary or deviant in nature.

The WeAware+™ application from the SDR Academy intends to harness this power of the people. The application gives ordinary civilians the ability to learn SDR‘s methods of proactive security, and apply it to everyday life. WeAware+™ gives citizens the tools to assist in keeping their own environments safe, not only for themselves, but for the benefit of the community as a whole. Crowdsourcing information breeds confidence in the community and also bolsters a more participatory culture in general. This can be described as “a culture with relatively low barriers to artistic expression and civic engagement, strong support for creating and sharing one’s creations, and some type of informal mentorship whereby what is known by the most experienced is passed along to novices. A participatory culture is also one in which members believe their contributions matter, and feel some degree of social connection with one another” (Brabham, 16). The WeAware+™ application will also enhance the connections and sense of trust between the local civilian populations and law enforcement agencies, as reported data aggregated from active users of the application will be used to benefit the community at large. The more users there are on the system, the stronger the community cohesion will become. In the Wake of Ferguson: Repairing Local Police and Community Relations

Restoring Community Trust in Local Law Enforcement

Recent months in the United States have seen the deaths of several unarmed black men at the hands of police officers, leading to citizen outrage at the state of race relations in the US, as well as a mistrust in local law enforcement efforts.

President Barack Obama, in an effort to mend the community-police relations in the aftermath of the Ferguson case and the death of Michael Brown, has asked Congress for $75 million over three years to subsidize the purchase of up to 50,000 body-worn cameras for local police. The White House believes that the cameras will allow for better documentation of police actions, and it is hoped that the cameras will also restore the trust between police officers and the local communities which they serve.

Obama’s proposal faces several challenges should it pass Congress. Significant hurdles — agreeing to allocate funds, getting approval from the mayor and council, getting buy-in from the police union, figuring out how to store all that data, formulating policies that will be adopted by police officers and alleviate privacy concerns — must be overcome before those cameras are slipped onto officers’ uniforms.

SDR and WeAware+ ™ Helping to Restore Trust

The WeAware+ ™ application enables users in the community to tap into latent resources and educational information as well as have a positive experience with and perception of security. The WeAware+ ™ training and the application’s innate call for citizen participation builds trust and cohesion within the community and local law enforcement.  While President Obama’s initiatives have the positive intentions, their application, on a practical level, may prove more difficult to implement on a grand scope throughout the country.
